I think her face is rather haunting. I'm always glad to be able to show the frame though, which to me so often adds to a picture. Modern frames are usually so boring.

I agree about frames.

The frame, intentionally or unintentionally is part of the picture. Sometimes stark and simple is the right choice but sometimes something more elaborate can enhance a picture and is less distracting than plain, straight lines.

Not enough thought is put into choice of frames.

According to my partner who is an artist it is more down to price. Modern frames are expensive, let alone ones the quality of this. She has had to drop her prices in the recession and frames make up a lot of the price.
