I'm baffled by seeing the strap of some undergarment. Did women of this period actually wear underwear in the bath?

Shes actually a prostitute posing for him. Women didnt wear clothes in the bath but the flowers she is holding, because they are facing down is a signal to say she is not available (to the viewer) and because health wasnt a big issue in those days men would pay extra to watch prostitutes bathe before having sex with them, it was like a foreplay.
