Born in Sheffield, he worked as a clerk in the steel works of Arthur Balfour, attending Sheffield School of Art in his spare time. During WW1 he was awarded the Military Medal for conspicuous gallantry. Allen was badly injured during the war, losing a leg, and on his return to Sheffield worked as Balfour's personal secretary until 1931. From then on he started to concentrate on his paintings, joining the Yorkshire Group of Artists and exhibiting at the RA. He preferred tempera and spent most of his time painting rural views of Derbyshire and painted in Ireland.
